About Westminster
The City of Westminster was originally established as a Presbyterian Temperance Colony, by Reverend Lemeul Webber, and the name hails from the Westminster Assembly of 1643.  For many years the farmers in Westminster refused to grow or harvest grapes, because grapes are associated with alcohol, and these Presbyterians were a no-tolerance group.  The city is now home to a famed area called Little Saigon, created by the large number of Vietnamese refugees that settled in the city in the 1970’s.
